Post Restructuring (TWRC) Tennessee Wildlife Resources Commission
There has been a lot of talk over the last year about restructuring the Tennessee Wildlife Resources Commission (TWRC), "sunsetting" the commission, etc.

The first thing is to understand what the Tennessee Wildlife Resources Commission is. The TWRC is a governing body that is suposed to over see the Tennessee Wildlife Resources Agency (TWRA), and be the liason between the public and the TWRA.

There are 14 members of the TWRC, three of those are defacto members that rarely if ever show up or vote. The defacto members are the Governor, and the commissioners of the Agriculture and the commissioner of the Department of Environment and Conservation. These two positions are appointed by the governor. The remaining 11 TWRC commissioners are the folks who are supposed to actually attend the commission meetings act on TWRA recomendations for things such as hunting seasons dates, bag limits, etc. These commissioners are political appoinments as well (in other words, they buy their way on to the commission with political contributions) 9 are appointed by the governor for 6 year terms. When governeor Haslam was elected he appointed 3 new commissioners. The other two commissioners are appointed by the speaker of the House and the Speaker of the Senate.

Let me make this point again. TWRC Commissioners are appointed because of political donations and connections, NOT because they are hunters, fisherman, or wildlife managers.

In fact, most commissioners are not hunters or fisherman. I only know of one of the current commissioners who hunts or fishes on any sort of a regular basis.

Now lets look at restructuring suggestions

There are three basic restructuring ideas being bastted around

1) Do away with the Commision (TWRC) and place the oversite of TWRA under a single commisioner like other state agencies such as the Department of Agriculture, Department of Environment and Conservation, etc.

2) Allow hunting and fishing license holders to elect TWRC commissioners

3) reorganize the commission with things like doing away with the defact members (except Governor), reduce the overall number of members to about 7, set requirments for commissioners such as having to have bought fish/hunt license for previous 5 years, appoint commissoners from a pool of citizens recomended by hunting/fishing organizations, etc.
